The federal TEA-21 (Transportation Equity Act for the 21st Century) includes the Commuter Choice provision that allows employers to offer benefits for transportation expenses including transit and vanpools. Up to $100 per month in pre-tax income can be used for these expenses and the net effect - for both employers and employees - is lower payroll taxes.
